The U.S. government, its vaults stuffed with 1.4 billion one-dollar coins bearing the likenesses of dead presidents, has had enough of them. It is going to curtail production. "Nobody wants them," Vice President Joe Biden said Tuesday. That is for sure: The Mint says there are enough $1 coins sitting in Federal Reserve vaults to meet demand for a decade, and the inventory was on track to hit two billion by 2016. More than 40 percent of the coins that are minted are returned to the government unwanted, the Treasury said. The rest apparently sit in vending machines -- one of the few places they are widely used -- or in the drawers of coin collectors. What the coins don't do is get around much. In fact, the Mint has never had much luck with dollar coins. The Susan B. Anthony dollar (1979-1981, revived for one year in 1999) never caught on; some people said it was too close in size to the quarter. Neither did the Sacagawea Golden Dollars (2000-2008) or its successor, the Native American $1 Coin, which has the same front but a different back. But that didn't discourage Congress. In 2005, it mandated that the Mint make $1 coins with the likenesses of the presidents, four each year between 2007 to 2016. So far, the Mint is up to James Garfield, the 20th president. Next up: Chester A. Arthur. "And as it will shock you all, the call for Chester A. Arthur coins is not there," Biden said at a Cabinet-level meeting of a campaign to cut government waste. Arthur fans needn't fret. The Mint will keep producing the presidential $1 coins on schedule, but will only make enough to meet collector demand and no longer attempt to circulate them. By law, 20 percent of all dollar coins produced have to be Native American coins, so production of them will be reduced too. The move, the Treasury said, will save taxpayers $50 million a year -- or about 15 minutes worth of the federal deficit. The decision is a milestone of sorts in a long-running battle between those think it is wasteful to keep printing dollar bills that wear out and have to be replaced frequently, and those who hate the $1 coin and see it as the real waste of money because Americans don't like them. Peter Calabrese, a Roman Catholic priest who lives near Niagara Falls, N.Y., close to the Canadian border, is in the latter camp. He noted that Canada phased out its dollar bill when it introduced the $1 "loonie" coin in 1987. "You get used to it," Father Calabrese said. Other countries, such as the United Kingdom, also phased out small-denomination paper bills when replacing them with coins. Amid debates over taxes, health care and wars, the dollar-bill and dollar-coin camps have been waging war in Washington for years. A band of House Republicans is backing the Currency Optimization, Innovation and National Savings (COINS) Act that would eliminate the dollar bill. The two senators from Massachusetts, Republican Scott Brown and Democrat John Kerrey, countered with the Currency Efficiency Act, which aimed at curtailing what they said was "massive overproduction" of "the unpopular one dollar coin." Perhaps not so coincidentally, the company that makes the paper for the U.S. currency, Crane & Co., is based in Dalton, Mass. "There is more convenience in the form factor for the paper dollar and people are quite attached to how well it works," said Doug Crane, vice president of the company. "Coins tend to be a nuisance. They end up in jars or seat cushions." Americans also appear to be sentimental about their currency. Efforts to eliminate the penny because of the costs of producing it, or its limited utility, have gone nowhere, and the Mint says it is committed to producing the one-cent pieces. Tuesday's move by the Obama administration incensed those who have been promoting use of the dollar coin. "This makes zero sense other than getting a cute little headline," said Tom Schatz, president of Citizens Against Government Waste. The anti-waste group is among several members of what is called the Dollar Coin Alliance, which includes the vending machine trade association and the steelworkers union. The other side cheered, though. "These coins are a textbook case of wasteful spending -- something Americans just don't want or need," said Sen. , Republican of Louisiana, who has introduced a bill to kill the presidential $1 coin program.

Happy Holidays, watch out for counterfeit bills !! This time of the year can be a retailer's nightmare as far as counterfeit money goes. The US Secret Service says that counterfeiting is rampant this time of the year because the confusion and crowds at the registers make passing fake bills much easier. Everyone needs to be diligent in checking their bills...even the consumers can receive a fake bill in their change if they are not careful. The pens that stores use to check the bills do not work because the paper they use to make the fake bills is good paper made from "washing" a real bill or the counterfeiter has just added a "0" to a five making it a fifty or to a ten making it a hundred. Also counterfeiters can spray fabric softener on a counterfeit bill which fools the pens into thinking they are genuine. Some steps you can take to avoid accepting a fake bill:

Use an electronic detection device that actually reads the micro-printing and displays the true denomination of the bill such as out C-3310 detector

Look at the number in the lower right corner of the bill and it should change in the light as you shift the bill

Look at the face on the bill watermark and check to see if the face is the same as the face printed on the bill

Make sure the portrait and the serial numbers on the bill are clear and not fuzzy

If you do mistakenly accept a counterfeit bill do NOT try to pass it on, to do so is a crime. Put the bill in an envelope and call your local police. Try to remember as much as you can about the source of the bill.

The FATE of the US Dollar Bill being debated by Congress

A trio of U.S. House members have introduced a bill to eliminate the dollar bill, long a high legislative priority for the amusement game trade.

"Representatives David Schweikert (Ariz.) and two other House Republicans - including supercommittee co-chairman Jeb Hensarling (Texas) - introduced legislation last week aimed at retiring the paper dollar," reported the website TheHill.com, which covers Congress. "Schweikert said his bill would save billions of dollars over the next few decades by transitioning to a dollar coin in four years, or as soon as $600 million worth of dollar coins are in circulation. Schweikert said 3 billion paper dollars are shredded every year, and the constant need to destroy these dollars and create new ones is a cost the government can no longer bear. He said metal coins would last longer and therefore save money."

However, a counter measure has been proposed by Massa chussetts senators Scott Brown and John Kerry to protect the dollar bill, which was also a longstanding position supported by the late senator Ted Kennedy.

"The Brown-Kerry bill would prevent the minting of $1 coins when a surplus of them exists. The two senators argue that $1.2 billion worth of $1 dollar coins are sitting in the Federal Reserve's vaults, not in circulation, which is adding to the Fed's storage costs," The Hill explained, noting that the dollar bill is produced on paper supplied by Mass.-based Crane & Co.

New $100 bills delayed indefinitely no release date in sight

As of September 9, 2011 the US Treasury and Federal Reserve still has now announced the release date for the new United States One-Hundred dollar bills. The new bills were announced April 2010 and slated to be issued February 2011 . The release was delayed due to problems in production and printing of the new bills. They discovered sporadic creeping of the paper during the printing process, causing bill creasing. They printed about $1.1 Billion of the new bills before this problem was discovered. They are hand examining the bills already printed and are finding that most of the bills will be usable when the problem is resolved. To date they still have not found a solution to this problem and are working to find a suitable resolution as soon as possible. The Federal Reserve will make a public announcement at least 6 months before issuing the new $100 to allow merchants and other businesses to prepare for the new bills. New $100 Bills delayed due to Treasury error

The US Treasury has unveiled an error that will cost US Taxpayers $137.5 million and delay the new bills by months.
The new hundred dollar bill design, which was released in April and scheduled to go into circulation in February, is fancy indeed. It includes a disappearing Liberty Bell and a bright blue security strip composed of hundreds of tiny lenses. Unfortunately, the US Treasury might have bitten off a little more than they could chew with this design. As the new bills were being printed, all these intricacies caused the paper to wrinkle, so when the bills were printed, there were blank spots where the wrinkles were.
This is turning out to be a major problem, as it costs 12.5 cents to produce each $100 bill, which means that if all 1.1 billion of the bills that have been printed so far have to be destroyed, the Treasury will lose $137.5 million. Not only that, but retailers will also lose money. $100 bills are the most frequently counterfeited. I would recommend trying it at home, but all counterfeiters need is to bleach a bunch of $1 bills and print a $100 image on top of them with a laser to printer to get past most watchful eyes.
This fiasco brings a whole new meaning to the phrase “printer error”. Let’s hope the government gets this figured out ASAP.

Fake money is real problem for small businesses

For many small businesses, fake currency is causing real headaches.

The Los Angeles Times reports that the Secret Service, which is tasked with eliminating counterfeit currency, pulled more than $182 million in fraudulent currency in the fiscal year ending September 30, 2009. The amount represents more than twice the amount they removed in the same period last year.

Many small business owners have seen tell-tale signs of customers who try to pass off the fake currency. According to Debbie King, whose family owns Commercial Tire Company in California, they usually give themselves away.

"They start pacing around, and they start sweating because we are holding things up," King said in an interview with the news provider.

King isn't the only one catching on to the schemes.

Last month, law enforcement officers in San Diego busted an organized counterfeiting consortium. The news source reports that authorities discovered an operation that passed more than $100,000 in counterfeit $100 bills.

According to the Survival Guide for Small Business website, there are many ways small business owners can combat the use of fake bills.

One of the first ways they suggest is to hold the bill up to the light and verify that there is a holograph of a face, which should match the face on the bill. There is also a thin vertical strip that spells out how much the currency is worth.

A rash of counterfeit currency in Suffolk has prompted city officials to warn consumers to be vigilant in checking their bills when they receive change for transactions.
Counterfeit bills in denominations ranging from $1 to $100 have become increasingly common during the past three months, according to Suffolk spokeswoman Debbie George. And counterfeiters have begun to respond to detection efforts by making phony bills of increasingly smaller denominations.
“With the advent of new printers, we do get counterfeit bills a lot more than we used to,” George said, noting that there have been 14 reported incidents in the past 90 days, compared to eight in the same period last year.
“What’s unusual,” she added, “is that the bills appear to be smaller denominations.”
During that period, police have intercepted two $100 bills, two $50 bills, five $20 bills, two $10 bills, two $5 bills and one $1 bill.
Since many businesses now use counterfeit-detection pens for bills at the $20 denomination and higher, criminals have begun to make bogus bills in smaller denominations, she said. Those bills are unlikely to receive the same scrutiny as larger ones, and they sometimes find their way back from retailers to consumers, who receive them in change from purchases.
“The public needs to be aware,” she said. “If they get stuck with that money, the chances of them getting their money back are slim.”
That was the situation in at least two weekend incidents in Suffolk, when cashiers notified their customers that the money they were using to pay for their purchases was fake.
In one of those incidents, the customer told police he had received the bogus bill from his employer, George said. The other customer said he had received the bill in change from another business. No arrests were made, she said.
In a third weekend incident, a customer paid for $136 in lottery tickets and $20 in gas using a $100 bill and three $20 bills. The $100 bill was later found to be counterfeit and was turned over to police, along with a video recording of the person who passed it.
Even the city has not been immune to the spate of counterfeits, having received a fake $20 bill in payment last month for a water bill, George said. That bill was later discovered by the bank.
Suffolk police have contacted the U.S. Secret Service, which is investigating the rash of counterfeits, but there is reason to believe the incidents are unrelated, she said, since police usually find bills of the same denomination — and even the same serial number — when a rash of counterfeit money breaks out in a community.
The best defense against counterfeiters, she said, is to pay attention.
“I would certainly recommend that when you get your change, you actually look at the money they’re giving you.”

-- A Mountain View man has been indicted by a federal grand jury on charges that he made counterfeit bills in an unusual location - the back of his 1996 Ford Aerostar van.

Paul Rickett's van was outfitted with a computer, a Canon printer and several reams of paper, which he used to make authentic-looking $10, $20 and $50 bills, the Secret Service said in an affidavit recently unsealed in U.S. District Court in San Jose.

The investigation began when Brian Matthew Garcia and girlfriend Angela Ceaser were arrested this year by Secret Service agents on suspicion of conspiracy for trying to mail counterfeit currency.

Garcia and Ceaser identified Rickett, 37, as the creator of the fake cash, Secret Service Special Agent Jeffrey Jones wrote in an affidavit.

On April 3, a Secret Service agent working undercover and calling himself "Bill" called Rickett to order counterfeit money.

Rickett agreed to meet Bill at the Potrero Shopping Center at 2300 16th St. in San Francisco. The meeting was secretly recorded with a device hidden in a keychain, investigators said.

Rickett proudly showed Bill how real his fake notes looked, including their "rainbow effect" and the American eagle symbols found on genuine $20 bills, Jones wrote. Rickett then gave Bill $1,940 in fake notes in exchange for $400 in real ones, authorities said.

Bill set up another deal for April 17 at the Embers bar on Auburn Boulevard in Sacramento, at which Rickett gave Bill $2,000 in counterfeit currency in exchange for $400, authorities said.

Rickett was arrested May 8 and was indicted Thursday by a federal grand jury in San Jose.

Con artists scamming Texans with phony U.S. Treasury checks

HOUSTON -- The Office of the Attorney General is warning the public about a U.S. Treasury check scam.

Officials say con artists are mailing high-quality counterfeit U.S. Treasury checks to some Texas residents.

In one version of the scam, checks were mailed with instructions directing recipients to cash them and wire part of the money abroad.

In a second version of the scam, recipients were instructed to deposit the checks into their accounts and call for additional information. Over the phone, the con artists advised the victims to wire 90 percent of the checks’ funds and keep 10 percent for themselves.

Because the check is a fake, it transfers no funds, so the victim is out of any funds transferred, may be subject to bank fees and could even have to explain their actions to authorities.

Both of the schemes are variations of a common scam called advance-free fraud.

The scams tend to change often, but officials say there are some underlying characteristic that usually remain constant.

The communications often contain grammar or spelling mistakes, are mailed from Canada or other foreign countries, instruct the recipient to wire rather than mail funds, contain a threat of legal or monetary penalties if the letter is ignored and demand urgent action.

Texans who receive tax-refund checks from the IRS are asked to consider their situation before taking action.

Have they filed their federal income taxes? Were they expecting a refund? Does the amount match that expectation? Were they expecting a check, or did they request direct deposit? Texans should be wary of any unexpected check they receive, especially if it comes from an unfamiliar person or organization.

Legitimate U.S. Treasury checks will always come in an envelope bearing a U.S. Treasury return address, will never be accompanied by a letter from anyone other than the U.S. Treasury, and will never instruct recipients to send a portion of the funds to anyone else. Both legitimate and counterfeit U.S. Treasury checks include warnings on the back that say, “WARNING: Do not cash check without noting watermark. Hold to light to verify watermark.” A watermark saying “U.S. Treasury” on a legitimate check is embedded in the paper stock and will only be visible by holding a check up to a light. However, con artists are constantly perfecting their trade and future versions may appear even more authentic. Texans who are suspicious of a check should disregard it or take it to local authorities for verification.

While many justifiably place great confidence in U.S. Treasury checks, some counterfeits are so convincing that even bank tellers have been fooled. Asking the bank for verification that a check is valid can help protect recipients, but if it ultimately proves to be fraudulent, recipients will not receive any proceeds. Banks and other financial institutions generally will not absorb the loss if Texans fall victim to this scam. In some cases, victims could even face criminal charges for inadvertently cashing counterfeit checks or money orders.

Hard economic times make it easier for scam artists to trick consumers into acting against their better judgment. The promise of easy money can be tempting, especially during these tight times, but instead of making you any money, these scammers will take your money."
The "secret shopper" scam is a version of the counterfeit check scheme.
One recent version of the scam starts with an advertisement in the newspapers or on the Internet, a telenarketing call, a letter or an email that promises you well-paying work as a secret or mystery shopper. People who respond are sent a real looking check, asked to deposit it and then wire the money back as a way to evaluate the wire .
A few days later, the check turns out to be fake, meaning that victims have wired away hundreds or thousands of dollars of their own money.Counterfeit check scams are popular with international fraud rings. Man accused of passing counterfeit money at garage sales

COLUMBIA — A Columbia Missouri man was arrested Friday afternoon on suspicion of making and using counterfeit money to purchase items at several garage sales.
John Patrick Mooney, 39, was arrested on four counts of forgery and faces the possibility of similar counts for other incidents that took place in Boone County, a news release from the Columbia Police Department said.
Police began receiving calls from sales taking place on St. Charles Road, Norwhich Drive, Butternut Court and White Oak Lane that items had been purchased using fake $5 and $20 bills. Some Bluff Creek Estates residents said a man had used one of the bills to buy an electric cooler and a Dremel tool at one garage sale and had hit at least two sales in the subdivision. One woman said the counterfeit money felt heavier than real currency.
Officers were given a description of the suspect’s vehicle and a possible license plate number, the news release said.
Police found a red Ford Ranger that matched those descriptions outside a Columbia restaurant and stopped Mooney as he left the building. He was with an older white woman with short white hair.
Officers were able to match items in the truck with those from the garage sales, and Mooney implicated himself in making the fake money and using it to buy various items, the news release said.
Residents of Wild Oak Street said word traveled around the neighborhood quickly and prompted another family hosting a garage sale to look through their money. They found a fake $5 bill that had ragged edges but that did not have certain markings when held up to the light. The bill also appeared to have been washed. The family didn’t notice they had received the bill amidst the bustle of their sale.

US Dollar reaches new lows

The US dollar has reach new lows against other world currencies. For the first time ever it is now worth less than one Swiss Franc. The slide in the dollar has contributed to higher prices for commodities and imports. Combined with the high price of crude oil, which yesterday remained more than $110 a barrel, it has added to inflation that could limit the ability of the Federal Reserve to cut interest rates to stimulate the lagging economy. If the Fed does cut rates, it will depress the dollar further because the European and Japanese central banks show little inclination to trim their rates.
"Policymakers are in a dilemma," said Robert Hormats, vice chairman of Goldman Sachs (International). With recession looming, Hormats said, "the Fed is not going to raise rates to stop the dollar from going down. It can be concerned, but there's nothing the Fed can do to stop it from going down further."
One bright spot: The U.S. trade and current account deficits have dropped considerably since 2006, and U.S. exports have climbed. But Harvard's Rogoff said just to shrink the trade deficit to a more sustainable size could require an additional 10 to 15 percent drop in the value of the dollar

WASHINGTON (Reuters) - The U.S. government introduced a new $5 bill on Thursday that includes purple ink, several watermarks and other security features to deter counterfeiters.
The bill features a large, purple numeral "5" on its back side and a purple seal on the front, continuing the increased use of color in the "greenbacks" that have long stood in drab contrast to the more elaborate bills used by many other countries.
The new bill, which will go into circulation in 2008, will include two watermarks -- a large numeral "5" to the right of the portrait of President Abraham Lincoln, and a column of smaller "5"s to Lincoln's left.
An embedded security thread, bearing the letters "USA" and the numeral "5" in an alternating pattern, runs vertically to the right of the portrait.The redesign of the $5 bill will also help protect against a method of counterfeiting that bleaches, or removes the ink from, a $5 bill and prints over it to create a fake $100 bill. By eliminating as many similarities as possible between the $5 and $100 denominations, the new design foils counterfeiting and protects U.S. currency users.

Canada's dollar, nicknamed the loonie after the image of the national bird on the one-dollar coin, is the best performer against the U.S. dollar this year among the most-actively traded currencies. It has gained 21 percent since December, as prices of the nation's commodity exports surged and the U.S. dollar weakened. Canada's dollar reached parity with the U.S. dollar on Sept. 20 for the first time since 1976.
The currency rose 0.8 percent to $1.0349 at 4:25 p.m. in Toronto. It climbed as high as $1.0380. One U.S. dollar buys 96.63 Canadian cents.
Canadian inflation accelerated at the fastest pace since May 2006 in September. The consumer price index gained 2.5 percent from a year earlier, compared with a 1.7 percent rate in August, as gasoline climbed 13 percent, Statistics Canada said today in Ottawa. On a monthly basis, prices rose 0.2 percent from August.
